IGNOU Study Centre-0709 was started in the year 1989 under the then unified IGNOU ‘Delhi Regional Centre’. The study centre was initially known as Study Centre-0709, Ram Lal Anand College. As the Delhi Regional Centre was rechristened as IGNOU Regional Centre-I in 1998, the study centre consequently came under the Regional Centre I. However, with the establishment of IGNOU Delhi Regional Centre-III, Dwarka in 2008, the study centre has come under the then newly created regional centre. The study centre has come a long way and in the year 2015, the study centre has been rechristened as IGNOU Study Centre- 0709, Aryabhatta College.

IGNOU aims to “provide seamless access to sustainable and learner-centric quality education, skill upgradation and training to all” and to “take education to the previously unreached and promote community participation for local development through life-coping skills; Provide specific need-based education and training opportunities for continuous professional development and skill upgradation to in-service professionals”.

For achieving the larger goal Study Centre-0709 provides “counselling, vocational guidance, hands on experience, library services and providing interface between the teachers and the learners, rendering academic and any other related services and assistance, for the benefit of” thousands of students/learners. The study centre provides the above services for thirty five programmes - covering certificate programmes, PG and Advance Certificate programme, Bachelor’s Programme (including Bachelor’s in Library and Information Science (BLIS)), Various Master’s Degree Programmes.

That SC 0709 has been flourishing and in great demand is evident from the fact that the number of courses and learners that have been added to it thereby speaking volumes of its effective delivery of the stated goals of the parent organization.
